GROUNDBREAKING CEREMONY FOR THE CONSTRUCTION PROJECT OF HANOI UNIVERSITY OF CIVIL ENGINEERING – HA NAM BRANCH IN NINH BINH PROVINCE

In the atmosphere of enthusiastic emulation throughout the Party, the people, and the armed forces, achieving many accomplishments to celebrate the 80th anniversary of the August Revolution and National Day on September 2nd; and to welcome the Ninh Binh Provincial Party Congress.

On the afternoon of August 21, 2025, Ninh Binh province, together with Hanoi University of Civil Engineering, solemnly held the groundbreaking ceremony for the investment project to build Hanoi University of Civil Engineering – Ha Nam branch in Nam Cao Urban Area, Ninh Binh province.

Attending the ceremony, on the Ninh Binh provincial leadership side were Comrade Truong Quoc Huy – Secretary of the Provincial Party Committee, Head of the National Assembly Delegation; Comrade Dinh Thi Lua – Standing Deputy Secretary of the Provincial Party Committee; Comrade Le Quoc Chinh – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Comrade Pham Quang Ngoc – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Comrade Mai Van Tuat – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Comrade Ha Lan Anh – Vice Chairman of the Provincial People’s Committee; On the Air Defense – Air Force Command side were Major General Vu Dai Duong, Deputy Commander of the Air Defense – Air Force Command; Major General Ngo Quoc Chung, Deputy Head of Political Affairs of the Air Defense – Air Force Command; Colonel Nguyen Mai Do, Secretary of the Party Committee – Chairman of ACC Corporation and Colonel Nguyen Duc Toan, General Director of ACC Corporation.

Representing the leadership of Hanoi University of Civil Engineering were Assoc. Prof. Dr. Pham Xuan Anh – Secretary of the Party Committee, Chairman of the University Council; Assoc. Prof. Dr. Hoang Tung – Rector; and nearly 100 teachers, leaders, and former leaders of the University from various periods.

With a total investment of 1,100 billion VND, the construction project of Hanoi University of Civil Engineering – Ha Nam Branch is of special significance, marking a new stage in the expansion and improvement of the quality of training and scientific research of the University. It contributes to providing high-quality human resources to serve the cause of industrialization and modernization of the country.

We wish the project will be completed on schedule, providing a modern learning and research environment, and contributing to the training of young cadres for the nation-building process.
