In accordance with Official Dispatch No. 2196/BGDĐT-GDĐH dated April 22, 2010, issued by the Ministry of Education and Training on guidelines for developing and publishing learning outcomes for academic programs, Hanoi University of Civil Engineering (HUCE) promulgated Decision No. 974/QĐ-ĐHXD dated September 22, 2010, regarding the regulations on learning outcomes for its academic programs.
The development and publication of program learning outcomes aim to achieve the following objectives:
- To publicly disclose the University’s educational capacity and quality assurance conditions, enabling students, parents, employers, and other stakeholders to understand, monitor, and evaluate the quality of education provided by the University;
- To fulfill the University’s commitment to society regarding educational quality, thereby motivating administrators, academic staff, and students to continuously improve teaching, learning, and research activities;
- To promote innovation in educational management, teaching methodologies, assessment methods, and learning approaches in line with competency-based education;
- To clearly define the responsibilities of administrators and academic staff in educational, support, and management activities, thereby assisting students in achieving the expected learning outcomes;
- To provide students with comprehensive information regarding the knowledge, skills, autonomy, and professional responsibilities they are expected to attain upon graduation, as well as potential career opportunities and professional development pathways;
- To strengthen collaboration and engagement between the University and industry in education and human resource development, thereby meeting labor market demands and socio-economic development requirements.
On an annual basis, Hanoi University of Civil Engineering reviews and updates the learning outcomes of its academic programs in accordance with current governmental regulations, quality assurance and accreditation requirements, stakeholder feedback, and labor market needs. This process ensures that program learning outcomes remain relevant, up-to-date, and effective in supporting educational quality enhancement.
The learning outcomes of undergraduate full-time academic programs are developed based on a competency-based approach, aligned with the Vietnam National Qualifications Framework, responsive to stakeholder expectations, and serve as the foundation for curriculum design, teaching and learning activities, student assessment, and quality assurance and accreditation processes.
